Deciding factor
Both fires had the same fixable cause and the permit programme was rebuilt after the second one, and Feld gave me the engineering report unprompted.
Would have changed the answer
If the second fire had a different cause from the first, I would have declined. Two unrelated fires is a management problem, not a process problem.
